“Creating Employment and Entrepreneurship Opportunities for Women in India” (Disha) is a multi-year partnership project between United Nations Development Programme (UNDP) and India Development Foundation (IDF), supported by IKEA Foundation. Project Disha aims to reach out and enable one million underprivileged women in India through training, employment and entrepreneurship skills development, as well as development of a new model of public private collaboration that can be adapted and replicated across India.



Duties and Responsibilities


Under the overall supervision and guidance of the Chief, Skills and Business Development and under supervision of Project Analyst, the Administration and Finance Associate will be responsible for managing the Accounts, Finance & administration of the project and conduct following activities/ duties/ responsibilities:

(1) Support with Financial Management:
i. Manage overall funds position of the project and provide periodic reports to support internal decision making;
ii. Support the Project Manager/ Project Analyst in preparing Annual Work Plans (with Budgets);
iii. Prepare and monitor project dashboard against the milestones and work plan spending;
iv. Track and report project delivery regularly in terms of programmatic number along with expenditure, in coordination with the project teams in the States and compile reports;
v. Maintain supporting documents of funds and activities and information for the audits;
vi. Maintenance of the internal expenditures control system to ensure that requisitions are supported by proper approvals and payments are processed upon receipt of final invoices and deliverables;
vii. Tracking the KPIs on the MIS portal in coordination with Monitoring & Evaluation partner on uploading budgets and expenditure on the portal;
viii. Prepare financial reports for Project Steering Committee (PSC) and provide financial expenditure statements/reports as required;
ix. Prepare financial & cost analysis of the budgets and expenditure; with a focus on cost sharing by various donors/funders;

(1.1) Support with Internal controls:
i. Maintenance of the accounts receivables for UNDP projects and recording of deposits in UNDP’s Financial Accounting System and reporting financial progress as per the Annual Work Plan
ii. Preparation of payment vouchers for the project, settling of travel claims with relevant supporting documents, check their accuracy and processing in UNDP financial system, creation of requisitions in the system, making budget checks and receipting in the system;
iii. Coordinate and process payments of vendors and travel claims in a time bound manner upon receipt of relevant documents;
iv. Donor reports - Prepare donor financial analysis and reports in consultation with UNDP finance team.
v. Provide quarterly updates on financial progress of the project in consultation with the state project team.
vi. Support due diligence & financial assurance (audits) as per UNDP HACT guidelines;
vii. Proactively understand policies and regulations of UNDP regarding financial management and auditing process and procedures and timely-submission of all requirements with advance planning and preparation.

(2) Provide Administrative support:
i. Support project team in ensuring full compliance of administrative activities with UN/UNDP rules, regulations and policies;
ii. Support team members in organization of trainings, workshops, stakeholder consultations, arrangements of study tour, at national and international locations;
iii. Maintenance of the filing system ensuring safekeeping of confidential materials and maintain data base of all stakeholders;
iv. Administrative support and financial management support to State teams (travel arrangements, office maintenance among others);
v. Carry out any other work assigned by the Project Manager related to the project.

Required Skills and Experience


Education:

Essential Graduate or equivalent degree in commerce.
Desirable Master in Commerce or Finance

Experience:
  • Minimum 5 years of professional experience in administration and/or finance,
  • Experience of working in the Government or other international development organization will be an asset
  • Additional experience in the procurement of goods & services is desirable
  • Experience in supporting information technology driven projects
  • Should have computer knowledge in MS Office and other applications
  • Knowledge of UN systems (ATLAS, etc) will be an asset.

Language: • Excellent knowledge of written and spoken Hindi and English is required.

Remuneration package is INR 110,665/- per month (taxable). UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance.
