In India, CHAI has worked on various initiatives with the National AIDS Control Organization (NACO) and has served over 350,000 people in the country, including children, mothers and caregivers since 2004. CHAI today support myriad programs, both at the State and Central levels, across nutrition, child health, immunization, pneumonia/diarrhea, tuberculosis and HIV etc.


Job Purpose

Based in New Delhi, the Finance Director will be a member of the country senior leadership.  The role contributes actively to the overall country management aligned with organizational strategy and objectives.  It is also responsible for leading all finance operations. This is a leadership position of substantial responsibility and accountability and reports directly to the Director Operations.

Responsibilities 1. Finance and Accounting     


  1.1 Financial Management

  • Lead the country Finance & Admin teams, and, provide strategic support to the Country Director on finance, risk management, systems and compliance
  • Acting as a business partner to other functional directors/programs’ managers and provide timely financial advice that allows appropriate decision making
  • Lead on planning, budgeting & country resource allocation working closely with the CD
  • Ensure proper budget monitoring and reporting internally within the organization and externally to donors and government as required by statutes/regulations
  • Ensure financial policies and procedures are in place and kept up to date in close coordination with International Controller; effectively manage and support sound financial practices in country in coordination with Boston Finance
  • Manage financial month-end closing and year-end processes including ensuring timely submissions to Boston Finance
  • Maintain uniformity in Chart of Accounts with CHAI global Chart of Accounts
  • Manage the country treasury function (cash, bank, receivables and payables) and ensure adequate resources are available for both administrative and programmatic spending
  • Review the general ledger and submit adjustments journal to Boston on monthly basis; manage local payments and process wire requests to Boston
  • Safe guard CHAI assets including carrying out physical verification of assets


     1.2 Grant Management

  • Ensure authenticity of partner expense claims by facilitating periodic reviews of accounts and ledgers
  • Prepare quarterly financial reports as per the norms defined by individual program donors and ensure timely submission of donor reports for review    


  1.3 Personnel Accounts Management

  • Review payrolls and validate employee’s payroll and benefits
  • Ensure compliance with returns/submissions that, inter alia, include TDS and PF returns, TDS certificates and PF deposits to appropriate authorities    


  1.4 Policy Compliance and Risk Management

  • Ensure compliance to organizational fiscal policies by conducting periodic reviews with the Country Director


2. Office Administration
  • Ensure regular office services are available at all the times and provide logistics/IT/admin support to the programs/support teams
  • Manage corporate events including country meetings and global summits
  • Maintain inventory and fixed assets registers and validate vendor claims/inventory report prepared by office manager
  • Act as the focal Security & Safety person in India  
3. Statutory and Regulatory Compliances
  • Coordinate with Auditors for statutory audits, coordinate donor audits and follow up on the audit observations
  • Ensure compliance with FEMA and other regulatory provisions for registered entities
  • Discharge duties and responsibilities of Company Secretary for Section 25 Company, conduct board meetings, AGM, prepare agenda, record minutes and circulate the minutes for Board approval
  • Ensure regulatory compliances with Reserve Bank of India, Registrar of Companies, Income Tax Department and Ministry of Home Affairs
  • Work closely with the auditors for issues related to Companies Act, Income Tax Act, Foreign Contribution Regulatory Act and Reserve Bank of India
  • Coordinate with the Attorneys for compliance with labor laws and other legal matters


4. Procurement and Contracting
  • Review MOU/MOA/Independent Contracts and process approval in coordination with Boston legal team
  • Execute office leases and contracts for supply of good and services
  • Ensure zero tolerance compliance with internal procurement policies and guidelines
  • Review procurement tracker periodically to ensure value for money consideration and take required measures for any delays in the process
  • Assist Country Director/Program Managers in processing exceptional approvals
  • Coordinate with HR for all new hires contracts and termination of existing employee contracts
  • Master's in Business Administration with specialization in Finance from a top business school or a Chartered Accountant with minimum 15 years of experience, out of which minimum 5 years of experience at senior level in a reputed company or international development agency
  • Excellent Knowledge of Microsoft operating Systems with good command over MS Excel
  • Excellent Knowledge of Tally ERP Accounting Software (9.3) and QuickBooks and Agresso
  • Good understanding of Indian GAAP
  • High level of integrity and dependability with leadership qualities of a high order
  • Proactive and responsive to urgent needs of the program
  • Ability to work under pressure without compromising on quality of processes and procedural requirements
  • Self-motivated and firm in providing opinion to support effective decision making
  • Dedicated, respectful, punctual and well disciplined
